En 1998, il est d sign pr sident du groupe parlementaire au SPD du Landtag de Basse-Saxe, puis est investi un an plus tard au poste de ministre-pr sident du Land. D fait par Christian Wulff aux lections de 2003, il fait son retour la pr sidence du groupe SPD jusqu' son lection au Bundestag en 2005. Le 22 novembre suivant, il est choisi comme nouveau ministre f d ral de l'Environnement dans la grande coalition d'Angela Merkel. Une coalition noire-jaune prend le relais suite aux l gislatives de 2009, et il se voit peu apr s lu pr sident f d ral de son parti, qui vient de subir une terrible d route.
